Patient Engagement Growth Services (PEGS) are a unique bundled service consisting of proprietary IT systems, cloud-based contact center services, and consulting services delivered under a long-term outsourcing model. Obesity PPM’s PEGS are highly vertically specialized, bringing deep domain knowledge in the obesity space to our customers, and translating that knowledge into the attainment of superior growth objectives.

Heather Flannery is an experienced healthcare executive, technology strategist, and subject matter expert in the obesity space.
Morgan Downey brings tremendous experience, and many noteworthy accomplishments in the obesity policy space, to Obesity PPM.
From 1998 to 2006, Mr. Downey was the executive director of the American Obesity Association (AOA). AOA was an educational and advocacy organization dedicated to promoting understanding of obesity and advocating public policies to combat the epidemic. During his tenure he organized the first conferences on obesity as a public policy issue, secured an Internal Revenue System Revenue Ruling that expenses for weight loss treatment were eligible for the medical deduction on individual taxes; convinced the Social Security Administration, the IRS and Medicare (the Centers for Medicare and Medicaid Services) that obesity is a disease; pushed then Surgeon General David Satcher to focus on obesity leading to his groundbreaking report; and helped to greatly expanded Medicare coverage of bariatric surgery.

Endocrinologist Richard L. Atkinson, M.D. is Editor of the International Journal of Obesity and of Nutrition and Diabetes; Regional VP of The Obesity Society; Board of Directors member, World Obesity Federation.
Dr. Atkinson is currently Affiliate Clinical Professor of Pathology at Virginia Commonwealth University; Adjunct Professor of Molecular Medicine and Drug Research, University of Karachi, Pakistan; Visiting Professor of Molecular Medicine, Karolinska Institute, Stockholm, Sweden; Director of the Obetech Obesity Research Center, Richmond, VA. Dr. Atkinson has over 200 publications and over 200 abstracts in the medical literature.
Dr. Atkinson has consulted with the NIH, NAS, USDA, DoD, VA, FDA, FTC, and numerous companies and foundations. He has been involved in obesity research and treatment for over 35 years. His research interests include causes and treatments of obesity, particularly obesity drugs and obesity surgery.
Bill brings more than 23 years of diversified experience in sales, management, operations and marketing to Obesity PPM, with over 17 of those years dedicated to the obesity space.
Having worked with many technology and medical start-up companies in various capacities such as Covad/Bluestar Communications, XL/Datacomp, ETHICON Endo-Surgery, Smith & Nephew, and Allergan Health, Bill is an industry veteran with a deep understanding of the business of healthcare, and what it takes to bring innovations to market. Bill has consulted with general surgery and bariatric practices in the areas of financial analysis, practice valuations, mergers, acquisitions, human resource issues, strategic planning, practice efficiency and other general practice management matters.
Rachel leads the organization’s marketing strategy, as well as the design and execution of comprehensive marketing plans for Obesity PPM customers. Her most recent work prior to Obesity PPM was focused in the medical device industry at Ethicon Endo-Surgery (EES), a Johnson & Johnson company. Rachel’s leadership roles in the metabolic and bariatric surgery space provided her with great depth in the biology of obesity, metabolic disease, and the physiological changes triggered by surgery.
Rachel is a graduate of the United States Military Academy at West Point and received a B.S. in International Relations. She served 5 years of active military duty in Europe before joining Johnson & Johnson. She completed her MBA at University of Phoenix in 2010 with specific studies in Global Management. Rachel also worked at The Advisory Board Company in Washington, D.C. as Associate Director, New Business Development.
Dr. Cyndi Inkpen comes to Obesity PPM with the last 12 years have been spent in the medical industry with a focus on bariatric medicine and other specialty programs. Her concentration is on training and development of medical staff and ancillary staff in the areas of risk management, HIPAA, sensitivity and diversity training with an emphasis on treating patients suffering from obesity .
Cyndi holds a Doctorate in Health Care Administration after successfully completing and defending her dissertation titled, Changing the Face of Childhood Obesity: One Family at a Time. She holds Master’s degrees in Public Administration and Marriage and Family and Community Counseling, as well as nationally accredited Bariatric Support Group certifications.
