The Miami Herald recently reported that the Trump administration approved an emergency waiver (1135 Waiver) that will allow the State of Florida to “sign up and pay doctors and hospitals through Medicaid.” Medicaid is a federal and state program that provides health care coverage to low-income adults and children. As of right now, the source says that approximately 4 million Floridians are enrolled in the Medicaid program.
The emergency waiver, which took effect on March 15, 2020, and has a retroactive date of March 1, 2020, allows the Florida Medicaid program to “waive application fees, certain criminal background checks, and other requirements for doctors who sign up.” The waiver also allows the program to waive “certain rules, such as prior authorization requirements for care, certain hospital admission requirements and rules for residents who are transferred between nursing homes.” This will definitely be beneficial for many Medicaid recipients who need immediate care but do not have the time to obtain a prior authorization to receive it.

Rosenbaum also said that the “key to 1135” is that it will “bring more providers on, [allow] providers [to get] paid faster, and change payment methods—doing the things that have to be done to make sure providers are getting the payment they need to do this job.” While many are pleased with the government’s decision to approve the waiver, Anne Swerlick, who is a health policy attorney and an analyst for the Florida Policy Institute, said the waiver “doesn’t go far enough to help under-served Floridians.” The news source says that as of right now, there are approximately 400,000 uninsured Floridians living below poverty who do not qualify for Medicaid.
