A subscription to the NISCO On-Call ISR Service sends a turbo-prop aircraft with two First Responder UAS Pilots and two unmanned aircraft to your location within 90 to 120 minutes, to provide on-site “Eyes-in-the-Sky” surveillance and reconnaissance to ground based First Responders, providing them with live real-time HD video streaming to hand-held Droid Tablets. The NISCO Unmanned Aircraft provides Officers, Fire Fighters or Search & Rescue personnel with critical decision making information and can create GIS mapping and Digital Surface Maps (3D models) for search and rescue missions, strategic and tactical planning and asset management. This fast On-Call service can make the difference in saving lives and protecting property in outlying and remote areas.
The Disaster Management MCU is designed and equipped with dual command centers and two SkyRanger Unmanned Aircraft, and a GIS Mapping Station. This Mobile Command Centers gives First Responders the ability to survey and conduct disaster search and rescue missions for large surface areas while streaming live HD video to multiple hand-held Droid Tablets. The GIS Mapping Station takes digital GPS data from the SkyRanger UAS and creates high resolution 2D orthomosaics and maps, 3D and digital surface models (DSM) and other GIS datasets. Within a few short hours a complete three dimensional surface model of the disaster area can be produced giving First Responders critical information for search and rescue UAS and ground based missions.
The NISCO Tactical and Search & Rescue IRS Unit equips Law Enforcement, Fire Fighters and Search & Rescue and EMTs s with two work stations, one Unmanned Aircraft, on-board computer and soft-ware for GIS mapping, full internet and communications capability and six mobile tablets for live video feed during mission activities. The Tactical ISR Unit is ideal for county and city, high and medium density operations, and is ideal for “Inter-Agency” cost-sharing operations. Local Officers or First Responder personnel are trained and certified as qualified UAS Pilot Operators. The NISCO “Coalition Leasing Program” makes the Tactical ISR Unit affordable to most every public safety organization. Local Officers or First Responder personnel are trained and certified as qualified UAS Pilot Operators.
Leasing a NISCO Ford Interceptor MCU equips Law Enforcement, Fire Fighters and Search & Rescue units with a fast and flexible MCU, equipped with one work station, one Unmanned Aircraft, on-board computer and software for GIS mapping, full internet and communications capability and six mobile tablets for live video feed during mission activities. The Interceptor MCU is ideal for remote and off-road missions in county, and small urban areas, medium density operations, and is ideal for local in-house operations. Local Officers or First Responder personnel are trained and certified as qualified UAS Pilot Operators.
Leasing a NISCO Unmanned Aircraft (UAS) puts one complete UAS operating system, with battery supply for three hours and six mobile tablets for live video feed, in the trunk of your squad car, fire truck or EMT vehicle. Local Officers or First Responder personnel are trained and certified as qualified UAS Pilot Operators.
NISCO Provides initial and annual recurrent training, including application scenario (real-world simulation) training as part of the leasing program. Additionally, NISCO will assist any public agency with procuring the proper operating certification from the FAA and local authorities. Technical back-up and assistance is available 24/7. Discounted insurance is offered through NISCO and repair and maintenance services are also provided.
Mr. Hinton is a graduate of the United States Air Force Academy and served in the
U. S. Air Force from1961 to 1969, flying both transports and fighters. After his tours in the Air Force, he joined American and retired after serving over three decades as Line Captain, Check Airman, Examiner, and Fleet Manager. Captain Hinton introduced the B777 into service for American. He ended his airline career as Chief Pilot for International Operations. Captain Hinton flew in excess of 20,000 accident and incident free hours in the BAC-111, B707, B727, B757, B767, DC10, MD80, A300 and the B777. After retiring from American Airlines, he accepted a position at Flight Safety Boeing Training International as Managing Director of Training. He was named Vice President of Training and International Operations in the fall of 2000 and continued in that roll with Alteon/Boeing, overseeing the performance and business activities of multiple commercial aviation training centers around the world, until hi
Mr. Cone graduated from George Washington University with an MBA in Management of
Science, Technology and Innovation, and is a Risk Management Professional (RMP) with a PMI and “Carnegie Mellon Certificate”. Over the past two decades Mr. Cone has held leadership and management positions within the aerospace industry beginning with the U.S. Department of Commerce, International Trade Administration as an Aerospace Trade Specialist, then moving to NASA Headquarters, NASA Ames Research Center, and Lockheed Martin Missiles and Space Division. He worked as a Business Development Manager focusing on Knowledge Sharing Systems, sales of Intellectual Property Management software to R&D organizations. He conducted detailed analysis of clients’ intellectual property management practices and processes covering patenting, trade marking, and licensing efforts. Mr. Cone then became a Partner and Vice President of ARES Corporation, where he grew a single office of 5 to an organization of 60 person
Mr. Mooney holds a Bachelors degree in Criminal Justice and a Masters degree in Public Administration. Pat is a dual rated ex-military pilot with both his ATP and CFII ratings. He has a strong law enforcement and military background with over 40 years of service to Federal, State and local departments. Pat Mooney served 7 years of active duty with the United States Air Force and another 21 years with the NM Air National Guard before retiring as a Lieutenant Colonel. His 25 years in federal law enforcement service started as a police officer with the D.C. Metropolitan Police Department and culminated with the U.S. Customs Service (I.C.E) in Albuquerque. Shortly after retiring from federal law enforcement service, Mr. Mooney joined the N.M. Department of Public Safety in August 2003 and served in both the Special Investigations Division and the State Police Division. Mr. Mooney retired in late 2014 as the Deputy Cabinet Secretary for the N.M. Department of Public Safety.
Captain Gault retired from the USAF/USAFR as a full Colonel after 37 years of combined military service flying fighters, transports, and light observation aircraft. During his active duty career, he flew classified ISR missions (known today as “Black Ops”) along the Ho Chi Minh Trail over North Vietnam, Laos, and Cambodia. At American Airlines, he rose to the position of Manager of Flight Standards and Safety, was appointed as an FAA Designee on the B-757/B 767 aircraft, and subsequently selected as an Initial Cadre Check Airman on the company’s new B-777 fleet. Upon retirement, he was recruited by Boeing Flight Training as the company’s Director of Flight Training, His responsibilities included supervising the management of Boeing’s 22 international flight training centers and the hiring of over 200 full flight simulator instructors. Captain Gualt left Boeing to establish his private consulting business and has recently been appointed President of National ISR Service Company.
